North Island Weather Events (NIWE) ~$1.7bn

NIFF is providing financial support and project oversight to local councils in regions affected by the North Island Weather Events in January and February 2023. The goal of the NIWE response programme is to reduce intolerable risk to life and increase the insurability of residential properties in affected regions. The NIWE response programme comprises three elements:

Category 3 Voluntary Buyouts in Auckland, Hawkes Bay, Tairāwhiti, Masterton and Tauranga (covering the purchase of residential properties that pose intolerable risks to life).  The Crown and councils are sharing the cost of these property buyouts equally.  All property sales are voluntary.

Category 2 Risk Mitigation Projects (to protect residential properties from future weather events).  Some councils provide varying degrees of co-funding to these projects.  

Regional Transport Projects (to repair slips, culverts, replace roads, and bridges affected by NIWE events).  

A separate whenua Māori and marae pathway exists for relocating marae and residents on severely affected land.

NIFF is providing financial support and project oversight to Nelson City Council to reduce intolerable risk to life and increase the insurability of residential properties in affected areas via Category 3 Voluntary Buyouts ~$6m and Category 2 Risk Mitigation Projects ~$6.3m.


Flood Resilience Co-Investment Fund (FRCF) ~$80m

The Local Government Flood Resilience Co-Investment Fund provides funds to support flood resilience projects of district and regional councils. NIFF works with councils and third parties to manage the FRCF projects as part of supporting the Cyclone Recovery Programme.
